RSP chair Lamichhane reminds lawmakers of ‘right to recall’ provision

Rastriya Swatantra Party (RSP) chair Rabi Lamichhane has warned party lawmakers that the ‘right to recall’ provision in the party’s constitution will be enforced to maintain discipline.
Addressing the closing session of an orientation programme for RSP parliamentarians in Lalitpur on Wednesday, Lamichhane said the party would not hesitate to dismiss lawmakers who violate the disciplinary code, even if such a move risks weakening its position in the governing coalition.
While acknowledging lawmakers’ individual freedoms, Lamichhane stressed that there must be a clear boundary between liberty and discipline.
“The party has grown significantly this time; without discipline, there will be chaos,” he said. “The RSP will strictly implement the ‘right to recall’ provision—a core element of our party statute since its inception.”
Article 69 of the RSP statute grants party members the authority to recall representatives if their performance is deemed unsatisfactory.
Lamichhane also urged newly elected lawmakers to remain responsible and restrained in their public statements, reminding them that they are now representatives of the people rather than private professionals or activists.
“No one, including myself, has the luxury of making haphazard statements or presenting themselves lightly for the sake of entertainment,” he said, noting that such remarks could affect foreign relations and the economy.
In a push for a stronger grassroots connection, the RSP chair urged lawmakers to seek treatment at government hospitals to better understand public challenges. He also directed them to use the parliamentary recess to visit villages and local tea shops to listen to citizens’ grievances.
Clarifying the party’s political stance, Lamichhane reaffirmed the RSP’s commitment to the current constitution and the democratic system.
