Bars submit documents to panel probing impeachment charges against Chief Justice

The Nepal Bar Association and the Supreme Court Bar Association on Sunday submitted documents they claim contain evidences of wrongdoings of suspended Chief Justice Cholendra Shumsher Rana, to the Impeachment Recommendation Committee formed by Parliament.
The two associations of Nepal’s lawyers, which had launched protests demanding Rana’s resignation, separately submitted the documents to the committee.
The committee on Friday issued a public notice asking for documents that could be evidence against Rana.
The Nepal Bar has listed 34 different allegations and “proofs” to substantiate why Rana must be impeached.
It has claimed that Rana issued controversial verdicts in several cases including in the murder case involving former Deputy Inspector General of the Armed Police Force Ranjan Koirala.
Rana’s alleged direct involvement in issuing contracts for the construction of the Supreme Court’s new building and his alleged bargains with the executive for a ministerial portfolio for his relative in the Sher Bahadur Deuba Cabinet are among the list of evidence the association has provided to the committee.
The association has attached clippings of news reports published in various news media as proofs against Rana’s wrongdoings.
As many as 98 lawmakers of the ruling parties on February 13 had registered an impeachment motion against Rana leveling 21 charges against him.
The recommendation committee formed by the House of Representatives is preparing to summon Rana on August 31.
Similarly the Supreme Court Bar Association has also listed 23 different documents as evidence against Rana including news reports and articles published in different mainstream media outlets, and the audio recording of a conversation between advocate Rudra Pokhrel and Kathmandu District Court Judge Raj Kumar Koirala which was revealed by News 24 television.
The Supreme Court Bar’s document includes two stories the Post carried regarding the protests against Rana by the Justices and legal fraternity published on November 1 and November 21.
“The erroneous verdict passed by Rana in the case of [Armed Police Force DIG] Ranjan Koirala itself is strong evidence,” said Ananta Raj Luitel, executive member of the Supreme Court Bar Association. “We could not substantiate the charges of bribe-taking by justices. The news stories published in newspapers can be taken as evidence against Rana.”
The committee will probe the allegations before submitting its report to the House of Representatives.
“We have tried to provide necessary documents that will be helpful to substantiate the allegations against Rana,” Anjita Khanal, general secretary of the Nepal Bar Association, told the Post. “The impeachment recommendation committee can conduct a secret probe into Rana. They have to look into the allegations and evidence minutely.”
