Civil servants adjustment process completed: Govt

The Ministry of Federal Affairs and General Administration on Thursday announced that the process of integrating civil servants in all the three levels—federal, provincial and local—has been completed.
Organising a press conference at its office in Kathmandu on Thursday, the Ministry of General Administration informed about the integration of civil servants.
Lal Babu Pandit, Minister for Federal Affairs and General Administration, said that the deputation of 137,614 civil servants has been approved under this process while 97,588 civil servants have been integrated.
According to Pandit, out of 48,409 deputations approved in the federal government, 39,960 civil servants have been integrated.
Of the 22,297 deputations approved in all seven provinces, 13,821 civil servants have been integrated, and out of 66,908 deputations approved in 753 local levels, 43,807 civil servants have been integrated.
Avoiding regular parliamentary process and without consulting with the civil employees, the government on December 4, 2018 had approved the Civil Servants Adjustment Ordinance in a last-ditch effort to address the human resource crunch in provincial and local administrations.
President Bidya Devi Bhandari on December 9, 2018 had promulgated the ordinance. The ordinance was brought about when there was no parliament to integrate the federal, province and local levels.
Civil servants had been protesting against this provision ever since the Civil Servants Adjustment Ordinance was introduced by annulling the Civil Servants Adjustment Act.
They had claimed that their career prospects would end and that such a move would discourage youths, wishing to become the secretary of the federal government, from getting into the service.
