The CPN activists smeared soot on the face of a ward member of Shivapuri Rural Municipality-4 in Nuwakot on Saturday. They took ward member Uddhav Bahadur Thapa under control and blackened his face, accusing him of misusing his authority. Thapa was elected the ward member from Nepali Congress.
