DPM Thapa and Minister Giri were at odds over transferring Secretary Ramesh Prasad Singh to the Urban Development Ministry. In the Cabinet meeting, Giri had proposed bringing Singh, who holds a PhD in urban planning, to his ministry by sending out incumbent Secretary Dipendra Sharma. Sharma has completed two years in the ministry.
Thapa had rejected the proposal questioning how he could propose the transfer without consultation. The matter sparked a debate among RPP leaders.
Giri, who is a former chief whip of the party, said Chairman Thapa had
demonstrated “tyranny” by interfering in the affairs of another ministry.
