Man arrested in Philippines for allegedly threatening CIAA chief brought to Kathmandu

Police have brought Prakash Pathak to Kathmandu after he was arrested in the Philippines on charges of threatening senior officials, including Chief Commissioner of the Commission for Investigation of Abuse of Authority (CIAA) Prem Kumar Rai.
Pathak, against whom an Interpol diffusion notice had been issued, was arrested in Malolos in the first week of January by the Bureau of Immigration Fugitive Search Unit. “After completing legal procedures, he was brought to Kathmandu on Wednesday for investigation,” said Deputy Inspector General Abi Narayan Kafle, spokesperson for the police. “Further investigation will be carried out by the Kathmandu District Police Range.”
The Kathmandu District Court had issued an arrest warrant against Pathak on December 1, 2025, on a charge of criminal breach of trust.
According to information published on the Philippine Bureau of Immigration’s website, following his arrest, he had allegedly made statements encouraging fugitives not to surrender, offering financial support, and suggesting access to weapons. He was also reportedly linked to a plot to assassinate a high-ranking foreign government official.
Immigration records show that Pathak arrived in the Philippines on August 18, 2025, and was permitted to stay until December 18. He was to remain in immigration custody pending deportation.
Police said Pathak had claimed to be the head of an extremist organisation and had threatened to kill Rai. Three of his associates were also arrested in Kathmandu.
