Families of Balkumari clash victims, government sign four-point agreement

The government and the families of those killed in the Balkumari incident on Monday signed a four-point agreement. With the deal, the families have agreed to receive the dead bodies.
The agreement says that the government will provide ‘suitable’ employment to one member of each family immediately and provide ‘extra relief’ in addition to the Rs1 million in compensation to each family announced by the Cabinet on Saturday.
The agreement also mentions that the Ministry of Home Affairs will request the Office of the Prime Minister and Council of Ministers to declare the deceased, Birendra Shah and Sujan Raut, as martyrs.
Moreover, according to the agreement, the family of the deceased will receive the dead bodies on Monday and the home ministry will arrange their transportation to the respective districts.
The agreement was signed by Umakant Adhikari, joint secretary at the home ministry, Birendra’s father Tek Bahadur Shah and Sujan’s maternal uncle Tek Bahadur Katuwal in the presence of five lawmakers.
The two youths, both in their early twenties, were killed in clashes between the protesters, who were barred from taking part in the Korean language test for employment in South Korea, and police on Friday at Balkumari in Lalitpur. That same day, protesters had also burnt down the car used by Minister for Physical Infrastructure and Transport Prakash Jwala on the road.
Those who had earlier failed the language proficiency test for shipbuilding jobs had taken to the streets demanding they be allowed to appear in a separate language test for the manufacturing sector.
A Cabinet meeting on Monday formed a high-level probe commission led by former high court judge Shekhar Paudel to investigate the incident. The commission includes former Additional Inspector General Arun BC and joint secretary at the home ministry Narayan Prasad Bhattarai as members.
