Police question three municipal officers after burn victim dies

Police are questioning three members of the Kathmandu Metropolitan City Police in connection with the death of Ganesh Nepali, the ride-hailing driver who set himself on fire outside the Department of Passports in Tripureshwor on Thursday.
The three municipal police personnel were called in for questioning at the Kathmandu District Police Range, according to Superintendent of Police Pawan Kumar Bhattarai.
"We are recording their statements to establish exactly what happened. They have not been detained," Bhattarai told Kantipur.
Police have not disclosed the identities of the three personnel.
Nepali died on Friday while undergoing treatment at Bir Hospital after suffering severe burn injuries.
According to Senior Superintendent of Police Dilip Ghimire, chief of the Kathmandu District Police Range, Nepali had parked his motorcycle outside the Department of Passports, where municipal police fitted a wheel lock after determining it had been parked illegally.
Police say Nepali reacted by draining petrol from his motorcycle, pouring it over himself and setting himself on fire.
His death has sparked fresh scrutiny of the circumstances leading up to the incident, including the actions of municipal police officers.
Meanwhile, Nepali's family has refused to accept his body, demanding that the government assume responsibility for the welfare of his wife and young daughter.
"Our uncle's wife is still studying, and his daughter is very young," his nephew, Man Nepali, said. "He was the family's sole breadwinner. The government must take responsibility for supporting his wife and daughter. We will not claim his body until the government provides support."
The family has also warned that it will launch protests if the government refuses to provide assistance.
"If the government does not take responsibility, we will protest, whether at Maitighar or elsewhere," Man said.
The incident occurred on Thursday after municipal police locked Nepali's motorcycle for what they said was illegal parking outside the Department of Passports in Tripureshwor.
He was rushed to Bir Hospital immediately after setting himself on fire. Hospital officials said he had sustained burns over about 55 percent of his body.
Doctors said his condition continued to deteriorate because of the extent of the burns, and he succumbed to his injuries on Friday.
