Kisan Neupane, the planning officer at the District Development Committee (DDC) office, said the concerned families were living on public lands at the time of the earthquake and the National Reconstruction Authority (NRA) does not have aid distribution policy for those who do not have land titles.
Similarly, around 1,000 families in the district did not sign the housing aid agreement with the NRA, demanding relocation instead. The NRA also does not have guidelines to address their demand.
The NRA has received 14,049 complaints from the quake-affected families in Makwanpur who were not included on the housing aid distribution list. The DDC had initially received 26,909 complaints. The NRA has signed the aid agreements with 30,228 families in the district.
