The government has directed all the schools with Central Board of Secondary Education (CBSE) India, which are operating without registration for years, to get affiliation within a month or face closure.
The Ministry of Education (MoE) issued a notice to all CBSE-affiliated schools on Wednesday, following the decision of Social Committee of the Cabinet.
The Social Committee last week had decided to stop all the schools with foreign affiliation from operation from the new academic session which begins in Mid-April.
Though the existing law prohibits schools with foreign affiliation from operating in the country, there are over a dozen schools in existence that teach Indian curriculum without MoE’s approval. Three years ago, the Department of Education (DoE) had made an unsuccessful bid to bring these schools under the education board recognised by the government.
Education Minister Giriraj Mani Pokharel, in his 18 point road map published two months ago, had announced to bring them the schools under a government-recognised board.
Fourteen schools operating inside and outside the Valley are in operation for years without permission. According to the Education Act, every school should have permission from the concerned district education office, get registered at the Company Registrars Office or Guthi for operation, and pay tax as per the national standard. Schools, including Kendriya Vidyalaya situated on the Indian Embassy premises, are not registered, nor are they paying tax.
In order to pressurise them for registration, the MoE had stopped offering equivalent certificates to the students graduating from the non-registered foreign-affiliated schools.
“All the students will receive certificate once the schools are registered,” reads the MoE notice. “Otherwise, their operation will be stopped from new academic session.”
The other schools which are running with CBSE affiliation include Chandbagh School, Modern Indian School, Rupy’s International School, Rai School, Alok Vidhyashram, DAV Sushil Kedia Vishwa Bharti Higher Secondary School and Delhi Public School.
