The Kathmandu Metropolitan City (KMC) on Thursday arrested two persons for pasting posters and pamphlets on walls and electricity poles.
City police under the KMC arrested Deepak Raut, owner of Korean Bhasha Pathasala and Pramod Dhungana of Defence Career Academy after finding that their institutes had put advertisements on walls and electricity poles.
They were later released after paying a fine of Rs 15,000 each, according to KMC officials.
According to Sant Kumar Thapa, director of the KMC, they were fined as they flouted a Supreme Court ruling on visual pollution. “We have told them to remove their posters/pamphlets within two days,” he said. Both the institutes had pasted their advertisements on power poles from New Baneshwor, Maitighar to Putali Sadak area.
The Supreme Court had banned in September 2015 all forms of hoarding boards, paintings, posters and pamphlets on walls, roofs and poles, saying they constitute “visual pollution”.
Those found flouting the Supreme Court ruling will be prosecuted under the Solid Waste Management Act-2011 which has provision of six-month jail term or fine up to Rs 150,000. KMC officials said action would be taken to all who flout the ruling.
