President Bidya Devi Bhandari has summoned the winter session of Parliament for December 26.

To this end, a letter from the Office of the President was registered at the Parliament Secretariat on Tuesday.

The secretariat is expected to issue a notice related to House resumption on Wednesday.

Speaker Krishna Bahadur Mahara on Sunday had urged the government to convene the winter session of the Lower House at the earliest. The government had then written to the President, asking her to convene the session next week.  

Once the winter session resumes, the federal parliament will have a little more than

two months to revise dozens of Acts that contradict the constitution.

According to Article 304 of the constitution, any law inconsistent with the statute will be invalid a year after the first meeting of Parliament.

As the first meeting had take place on March 5, 2018, the deadline to revise the inconsistent laws is March 4, 2019. The House will have to endorse at least two Acts daily to keep up with the deadline.

The Law Ministry has identified 174 Acts that need to be amended or replaced with new ones. There were 339 Acts in effect before the promulgation of the new constitution in 2015.

The government needs to replace 23 laws while others could be aligned with the provisions of the new constitution through amendments.

The government has not forwarded any bill so far, Roj Nath Pandey, spokesperson of parliament secretariat told the Post.

Each bill needs to be discussed and endorsed by both the Houses before they are authenticated by the President.
