Inquiry commission lifts travel restrictions on former home secretary, ex-IGP and former Kathmandu CDO

The inquiry commission investigating the September 8–9 incidents has lifted travel restrictions imposed on former home secretary Gokarna Mani Duwadi, former inspector general of Nepal Police Chandra Kuber Khapung, and former Kathmandu chief district officer Chhabilal Rijal.
The commission informed the Home Ministry of its decision on Tuesday, stating that the movement ban had been removed after completing their interrogation.
Earlier, the commission had barred them from leaving the Kathmandu Valley without approval as part of the investigation process. The restriction, imposed on September 28, required the officials to seek permission before leaving the Valley.
According to the commission, their statements have now been fully recorded, prompting the removal of the travel ban.
However, the travel restrictions on former prime minister KP Sharma Oli and former home minister Ramesh Lekhak remain in effect. The commission wrote to Lekhak on Tuesday, asking the latter to show up before it within seven days. The commission has already questioned the officials who held administrative and security responsibilities during the Gen Z movement and has now moved on to summoning political leaders.
The three-member probe panel, led by retired judge Gauri Bahadur Karki, was formed to investigate the excessive use of force and violent incidents during the youth-led uprising that toppled the KP Sharma Oli government and led to the formation of an interim administration under Sushila Karki on September 12.
The commission has said it is preparing to issue a summons to former prime minister Oli as it proceeds with the next stage of the inquiry.
