District administration bans rallies in Kathmandu citing security concerns
Planned motorcycle rally by UML’s youth wing among other events barred.

The Kathmandu District Administration Office has prohibited all forms of demonstrations, assemblies, and motorcycle rallies planned for Saturday, citing potential threats to peace and security.
The office issued the ban after receiving information that several groups, including the CPN-UML’s youth wing, National Youth Association Nepal, were preparing to hold rallies and gatherings across the city on October 11. The Youth Association had announced a motorcycle rally at 1 pm on Saturday.
In a notice issued on Friday, Chief District Officer Ishwarraj Paudel said, “Different groups have informed that they plan to organise motorcycle rallies and assemblies in various parts of Kathmandu district on Saturday. This office has decided not to approve any such rally, demonstration, or assembly.”
The administration said it took the decision to prevent possible disturbances and safeguard public and private property, recalling the incidents of vandalism and arson that occurred during the September Gen Z movement.
The notice added that such activities could increase security challenges and complicate efforts to ensure public safety. “Considering the risk of disturbance to peace and order, this office will not approve any kind of rally, demonstration, or protest,” the statement read.
The administration has reminded all individuals and organisations to comply with Section 6(3)(a) of the Local Administration Act 2028 and Section 19 of the Police Act 2012, which require prior approval for organising public events. It has urged everyone not to hold or encourage any gatherings without approval.
