CIAA files corruption case against Insurance Authority chair Silwal

The Commission for the Investigation of Abuse of Authority (CIAA) on Monday filed a corruption case against Surya Prasad Silwal, chairperson of Nepal Insurance Authority, accusing him of misusing his position, submitting false documents, and carrying out fraudulent practices.
According to CIAA Spokesperson Narahari Ghimire, Silwal manipulated official documents, including citizenship and passport records, to alter his date of birth, enabling him to extend his tenure and receive undue benefits. Despite reaching the mandatory retirement age of 66 on July 31, 2023, Silwal allegedly continued in his role, misusing his position and enjoying state-sponsored privileges for an additional nine months.
The investigation revealed discrepancies in Silwal's documents, citizenship and academic records and passport application. His citizenship issued by the Parsa District Administration Office on March 7, 1976 indicated he was 16 years old at the time. However, another citizenship copy from Kathmandu Administration, issued on April 30, 2009, recorded the date of his birth as November 8, 1959. Similarly, Tribhuvan University transcripts mentioned July 30, 1958 as his birthdate.
Silwal falsified the date of his birth as November 9, 1961 to obtain diplomatic and special passports.
CIAA argued that Silwal’s actions breach sections 15 and 16(1) of the Prevention of Corruption Act, 2002 and demanded the recovery of Rs3.66 million which Silwal allegedly received in salaries and benefits since July 31, 2023. The chargesheet was filed in the Special Court, Kathmandu, on Monday.
