Ministry of Finance has highest share of unsettled accounts: Auditor general

Among the federal ministries, the Ministry of Finance had the highest share of unsettled amounts in the fiscal year 2021-22, according to the report of the Office of the Auditor General.

The report states that the Ministry of Physical Infrastructure and Transport is yet to resolve 15.62 percent of its expenses; the Ministry of Communications and Information Technology 4.81 percent; the Ministry of Agriculture and Livestock Management 4.51 percent; the Ministry of Home Affairs 2.79; the Ministry of Land Management and Poverty Alleviation 2.38 percent; and the Ministry of Energy, Water Resources and Irrigation 2.30 percent.
The unsettled spending of the Ministry of Urban Development stood at 1.95 percent, while the Ministry of Water Supply had such amounts at 1.56 percent and the Ministry of Health and Population at 1.54 percent. The unsettled accounts of all other ministries combined were 4.88 percent, the report states. Total unsettled amounts in the fiscal year stood at Rs129 billion and the unsettled accounts so far reached Rs587 billion.
The report further states that the unsettled accounts of the federal government totalled at Rs56.31 billion, provincial governments at Rs7.20 billion and of local units at Rs42.88 billion.
The constitutional body flags spending by government agencies without following the laws and rules as such spending cannot be reconciled or settled at the end of the year for lack of documents like payment receipts and counterfoils.
The report states the government created new permanent and temporary posts for more than 14,000 civil servants, ignoring workload, work progress and quality. The Ministry of Federal Affairs and General Administration created the posts without confirming the staff requirements.
