Talking to reporters at a press meet organised by the Nepal Press Union in Manthali on Thursday, Khadka said disputed issues of the constitution writing process should be settled through a referendum.
He said even the parties that are not represented in the Constituent Assembly (CA) will take part in statute drafting if the referendum is held.
Khadka said the first CA failed to write constitution due to the failure to settle key disputed issues like forms of governance and federalism. He said the government was committed to conduct local body election at the earliest.
