Government signs six-point deal with Dr Bhusal, Bista
Agreement sees end to 11-day hunger strike.Post Report
The government on Friday signed a six-point agreement with Dr Kamal Bhusal alias Nicholas Bhusal, and Harish Bista, who were on an indefinite hunger strike. Following the deal, the duo ended their 11-day protest.
The agreement was signed by prime minister’s chief adviser Ajaya Bhadra Khanal on behalf of the government, and the two protesters. Prime Minister Sushila Karki then offered juice to the duo at Baluwatar to break their fast.
Under the deal, the government will initiate action against those responsible for tragic incidents during the September Gen Z movement within 15 days of receiving a report of the probe commission led by former judge Gauri Bahadur Karki.
The government also agreed to review cases against those detained or prosecuted for participating in the movement and withdraw charges, within a month, against individuals not found to be involved in serious crimes.
The agreement commits to forming a high-level probe body within 15 days to address political and policy-level corruption, control partisan appointments in public institutions, recommend action against illicit wealth, and propose administrative reforms and e-governance measures.
It also commits to ensuring voting rights of Nepalis abroad and out-of-constituency voters through necessary legal and procedural arrangements.
Another provision calls for forming a high-level constitution amendment recommendation commission within a month to study calls for a directly elected executive prime minister and reviewing the structure of provincial governments.
The government further pledged support to the families of those killed and injured during the Gen Z movement, covering their education, health care, employment, and long-term needs.
Following the signing, Bhusal and Bista said they would cooperate with the government in implementing the agreement.
