Hearing committee invites public complaints against nominees for chief justice and ambassador

The Parliamentary Hearing Committee on Friday sought public complaints against the proposed chief justice and two ambassadorial nominees.
The committee called for complaints against Prakash Man Singh Raut, the proposed Chief Justice; Foreign Secretary Sewa Lamsal, the proposed ambassador to Belgium; and Chitra Lekha Yadav, the proposed ambassador to Australia.
Complaints can be submitted within 10 days to the committee’s secretariat or any district administration office. Complainants must provide their name, address, and contact details, although their identity will be kept confidential upon request, the committee said in a notice.
On Monday, the Constitutional Council recommended Raut, the senior-most justice at the Supreme Court, for the position of Chief Justice. The Judicial Council had previously submitted a list of eight eligible judges, including Raut, for the post of Chief Justice to the Constitutional Council.
Incumbent Chief Justice Bishowambhar Prasad Shrestha is set to retire on October 5 upon reaching the mandatory retirement age of 65.
Raut, who was appointed as a Supreme Court justice on August 1, 2016, holds a Bachelor’s Degree in Law from Nepal Law Campus, Tribhuvan University. According to Supreme Court records, he worked as an advocate and senior advocate in the top court from 1983 to 2016. His expertise lies in civil, criminal, constitutional cases, and writs, the record states. In 2006, he served as the president of the Supreme Court Bar Association.
Similarly, a recent Cabinet meeting recommended Lamsal and Yadav as ambassadors.
Article 292 of the constitution requires the chief justice, justices, and those nominated to constitutional commissions and ambassadorial posts to pass parliamentary hearings before they take the oath of the positions. President Ramchandra Paudel will appoint the chief justice and the ambassadors if they get through the hearing process.
