House committee agrees to transfer impeachment motion to next parliament

Members of the Regulations Drafting Committee of the House of Representatives have reached an agreement to transfer the pending impeachment motion to the next parliament session.
A meeting of the committee held in Singha Durbar on Tuesday agreed that in case the term of lawmakers is less than 5 months and the motion of impeachment is not concluded within the ongoing House session, the next parliament will accept the pending motion.
The committee of the lower house last week reached a consensus to conclude impeachment motions against the President and Vice-President within three months, and within five months if the motions are against the chief justice, justices, members of the judicial council, and members of the constitutional commissions.
Lawmakers, during the meeting, had demanded that the committee introduce regulations to address the impeachment motions that have been registered at the House but were yet to be concluded.
The provision, however, will not be applicable to the impeachment motion against former Chief Justice Cholendra Shumsher Rana. On February 13 last year, the then ruling party lawmakers had registered the impeachment motion against Rana in the lower house. However, the term of the House expired without concluding the motion. As there is no legal clarity on whether the motion gets transferred to the House elected from November 20 polls, the motion hasn’t been presented in the lower house.
The debate surrounding the conclusion of the impeachment motion will be cleared once there is a clear provision in the regulations.
