The Ministry of Education on Wednesday forwarded the Health Profession Education (HPE) Ordinance to the Parliament-Secretariat for approval from the House of Representatives (HoR).
President Bidya Devi Bhandari on November 10 last year authenticated the ordinance on the government’s recommendation. The ordinance was moved as demanded by Dr Govinda KC, who has been fighting for reforms in the country’s medical education sector in line with the recommendations of a team of experts led by educationist Kedar Bhakta Mathema.
Education Minister Giriraj Mani Pokharel took the decision a day after Dr KC warned of another round of hunger strike if the government does not immediately present the ordinance in the House and endorse as it is. Any ordinance not presented in the HoR within 60 days of its commencement date gets scrapped automatically.
“I have resorted to hunger strike five times for the HPE Act. Any attempts to annul or revise that will not be acceptable,” Dr KC told the media on Tuesday. The ordinance is likely to be tabled in the House within a week. The HPE Ordinance, which seeks to put a 10-year moratorium on new medical schools in Kathmandu Valley, is against the lobby of many leaders in the left alliance which commands two-thirds majority in the HoR.
