Election Commission (EC) on Tuesday decided to write to the government to enact necessary laws and provide the report of Electoral Constituency Delimitation Commission for holding the Provincial Assembly and Federal Parliament elections.

A meeting of the EC presided over by Chief Election Commissioner Ayodhe Prasad Yadav decided to dispatch a letter to the government through the Home Ministry.

In a press statement on Tuesday, the EC stated that the EC meeting decided to write the Home Ministry, the line ministry for the election body, to fix dates for elections by considering all the prerequisites that it had reminded the Prime Minister earlier.

The EC has noted that the government should provide the report of Electoral Constituency Delimitation Commission within July 30 in order to hold all three-tier  elections within January 21 deadline set by the Article 286 of the Constitution.

On June 30, the election body had suggested Prime Minister Sher Bahadur Deuba to hold elections for Provincial Assembly in the second week of October, National Assembly Elections in the last week of October and polls for the House of Representatives in the third week of November during their meeting.

Although tenure of the current parliament ends on January 21, 2018, the election body suggested holding all three elections by November 23 because holding elections in mountainous regions would be difficult once the winter begins, according to EC officials.

But, as per the constitution, the government has to form Electoral Constituency Delimitation Commission to determine electoral constituencies for holding polls for both Provincial and Federal Parliament.

The election body has also suggested amending the Voters' List Act to accommodate the new voters because it does not have more time for updating voter roll with third phase of local elections yet to be held.

The EC has also advised the government to not the split the wards of local units while determining electoral constituencies for both Provincial Parliament and Federal Parliament.

Likewise, while determining constituencies for provincial elections, the government has been advised to keep provincial constituencies within the constituencies set for Federal Parliament. "This will ease the management of elections for the EC," the press release of the election body stated.

According to the Constitution, there will be 165 electoral constituencies in the country under the first-past-the-post electoral system for Federal Parliament. The constituencies will be double of what has been maintained for national parliament for holding the elections for Provincial Assembly, the constitution states.
