The study report submitted at Attorney General’s office on Friday showed that the evaluation form for last fiscal year 2015-16 was forged.
The detail study of the Central Police Forensic Science Laboratory under the Crime Investigation Department of the Nepal Police showed that DIG Silwal pasted a section of Aryal’s performance in his to show that he had achieved highest marks in the four years average.
The report will be presented at the Supreme Court on the final hearing scheduled for Tuesday.
The report has suggested that DIG Silwal’s performance report presented as proof has been superimposed from Aryal’s.
The investigation showed the performance evaluation report for fiscal year 2012-13, 2013-14 and 2014-15 is the original one.
With 39.46 marks against 39.2 of Aryal, DIG Silwal is in the first number in fiscal year 2012-13 while both of them had obtained equal marks in two succeeding fiscal years.
However, in fiscal year 2015-16 DIG Silwal got 38 while Aryal obtained 40.
The four years average showed that with 154.2 marks, Aryal was senior than DIG Silwal who had 152.46 in total. However, in the report submitted to SC, DIG Silwal’s evaluation report shows he got 40 in par with Aryal’s in 2015-16.
The score of IG Aryal was verified by former AIG Pratap Singh Thapa on August 15, 2016 while the marks of DIG Silwal were attested by AIG Birendra Babu Shrestha on July 31, 2016. Former IG Upendra Kanta Aryal reviewed both the papers on September 1, 2016.
It is for this reason that the Cabinet had decided to look into the matter, suspecting wrongdoing by DIG Silwal.
DIG Silwal, however, has been saying that he had not done anything wrong and has no idea about the marks.
In the probe, it has been found that the handwritten marks on DIG Silwal’s form is ditto with Aryal’s including size, stroke, slant, curve and alignment. “Every unique characteristic in both forms are same which can’t be mere coincidence,” says the report obtained by the Post, adding the performance report of Aryal was superimposition on DIG Silwal’s report.
The controversy over performance evaluation arose after DIG Silwal filed a writ petition in the Supreme Court on April 11, challenging the Cabinet decision to appoint Prakash Aryal as the new IG.
DIG Silwal, in his petition, has argued that there have been irregularities in assessing the performance of the IG candidates.
He claimed that the review panel deducted two points from his score to promote Aryal to the post of IG.
The SC has sought the original copy of performance report from Public Service Commission which is sealed. The fact will be out once the seal is opened on Tuesday by the Apex Court based on which the final verdict will be made.
