Why Nepal’s infrastructure keeps losing to the river
The Bhotekoshi flood invites a turning point for resilient infrastructure and eco-friendly development.Keshab Kumar Sharma
On August 26, a catastrophic flood in the Bhotekoshi (Trishuli) River caused unprecedented devastation to riverbank settlements, hydropower projects and the highway network. Triggered by a glacier-avalanche blockage on the Tibetan side of China, the sudden surge instantly destroyed the Timure customs office, security checkpoints, Timure Bazaar, Syabrubesi and Trishuli Bazaar. The disaster has left at least 289 dead, hundreds missing, thousands homeless, and has destroyed approximately 40 kilometres of roads, 19 motorable bridges, 45 suspension bridges, and numerous hydropower plants. Rupturing the Trishuli Basin—the backbone of Nepal's energy sector and the primary trade corridor connecting Kathmandu with Nuwakot, Rasuwa and China—has triggered a severe crisis for national security and economic stability.
Accelerated glacier melting from climate change, combined with earthquakes and avalanches, has dramatically heightened GLOF risks in the Himalayan region. According to the International Centre for Integrated Mountain Development (ICIMOD), extreme weather events that previously occurred once every five to 10 years are now recurring every one to two years. Nepal's current infrastructure model suffers from critical structural deficiencies.
Riverside roads, bridges and dams are designed based on outdated 50-to-100-year historical averages. But climate change has altered weather patterns, introducing cloudbursts, intense debris flows, and heavy sediment loads. This renders current High Flood Level (HFL) and freeboard standards obsolete. Lack of multi-disciplinary analysis adds to this deficiency. Infrastructure planning near rivers and steep slopes routinely relies on single-sector expertise, sidelining essential interdisciplinary consultations with structural engineers, geologists, hydrologists and glaciologists.
Another wound stems from ecological exploitation and poor waste management. Unregulated crusher industries, unscientific riverbed mining, and the reckless dumping of excavated soil (muck) into rivers have raised riverbeds, forcing water to divert into settlements and civil structures. There is also an absence of an integrated basin master plan. Licensing numerous independent hydropower projects on a single river without structural coordination creates a dangerous "cascade effect," where an upstream dam failure threatens to systematically destroy all downstream installations.
To effectively manage the aftermath, three immediate actions must be executed on a war footing, starting with a rapid restoration of the transport network. The complete halt of the country's supply chain requires the Department of Roads and the Nepal Army to clear landslides and deploy modular bridges (Bailey bridges) to restore at least one-way traffic. Additional bridges should be requested from neighbouring friendly nations.
Another aid would be to arrange alternatives to avert an energy crisis. To prevent widespread blackouts caused by the shutdown of Trishuli plants, reservoir-based projects like Kulekhani and alternative transmission lines must operate at full capacity while feasible power stations are fast-tracked for repair. Structural audits must also be compulsory. As water levels recede, technical inspections must be performed on damaged headworks, dams and retaining walls to identify internal weaknesses and prevent subsequent structural failures.
The federal government needs to direct its focus on policies, standards and regional diplomacy. Infrastructure planning must transcend local political boundaries and be managed holistically based on entire river basins through an Integrated Master Plan. Efforts on climate proofing and bio-engineering should also fall under federal responsibility. Based on revised high flood projections, the state must also enforce ‘no-construction zones’ along riverbanks. ‘Climate proofing guidelines’ and bio-engineering must become legally binding standards for all public and private projects to halt destructive, excavator-led road building (dojare bikash).
The federal administration shall also replace the superficial Environmental Impact Assessment (EIA) reports with independent third-party environmental audits during and after construction, backed by strict legal penalties and license revocations for violations. The state also holds the onus for glacial lake monitoring and regional cooperation. Since major river headwaters originate in Tibet, Nepal must collaborate with China and India to establish permanent mechanisms using satellites, drones and sensors to monitor high-risk lakes and share real-time data.
In the Provinces’ basket fall strategic operations and technical backing. The provincial government must guide infrastructure development by mapping geographical hazards and utilising modern slope-stabilisation techniques like rock-netting and shotcreting. It should also establish localised engineering response units and equipment banks to instantly deploy technical assistance during disasters without waiting for federal intervention.
On the local government’s part, ground-level enforcement and zoning ought to be emphasised. Municipalities must end unregulated construction by banning random road track opening and ensuring proper engineering design and technical supervision for every project.
Local bodies must strictly enforce riverbank construction bans and initiate long-term plans to relocate vulnerable coastal marketplaces to safer, higher ground. Regulating Material Extraction shall also be scrutinised: they must look beyond short-term contract revenues, enforcing depth limits and environmental safeguards on sand and gravel mining.
Meanwhile, local communities shall zero in on civic oversight and traditional wisdom. Community-based early warning systems (CBEWS) must be devised for riverside communities to alert downstream residents via sirens, SMS, or social media the moment upstream flooding is observed. Civil groups must increase rights-based monitoring against contractor negligence, such as illegal debris dumping or the use of substandard materials. Revival of indigenous sustainable practices regarding hill slope protection and settlement placement shall also be a focus.
To insulate billions in infrastructure investments, property insurance must be made mandatory and transparent for public-private partnership (PPP) and private hydropower projects, with the government guaranteeing fair payouts against complex corporate terms. Additionally, Nepal should issue ‘catastrophe bonds’ in the international market and establish a robust national disaster infrastructure reconstruction fund, financed by development partners, hydropower royalties, and local riverbed material revenues.
The Trishuli disaster serves as a severe warning to re-evaluate our developmental mindset. Sustainable development cannot be achieved by defying nature, but by harmonising with it. True development is measured not by the sheer number of structures built, but by their long-term safety, sustainability and climate resilience.
