Government announces Vision Kathmandu 2040 with integrated urban infrastructure plan

The government has unveiled the implementation of the long-term Vision Kathmandu 2040 plan aimed at transforming urban service management in the Kathmandu Valley.
Presenting the budget for fiscal year 2026-27 on Friday, Finance Minister Swarnim Wagle said the plan will focus on integrated urban infrastructure development, including underpasses, flyovers, intersection improvements, river corridor infrastructure, park construction, waste management systems, utility ducts and underground electricity wiring.
The initiative is designed to improve overall urban service delivery in the Kathmandu Valley through coordinated infrastructure upgrades and long-term planning.
The budget also emphasises collaboration with provincial and local governments, including financial incentives to support the protection and expansion of open public spaces.
As part of the mobility reform agenda, the government will launch a smart urban mobility programme in Kathmandu Valley, featuring electric public buses, charging stations, tracking systems, smart bus stops and strengthened institutional arrangements for transport management.
The finance minister also announced that electric public transport systems will be introduced in Pokhara Valley, where traditional public buses will be gradually replaced with electric buses under an e-mobility expansion plan.
