Various Madhes-based parties staged demonstrations in Birgunj, Parsa, on Monday, protesting against the local body restructuring proposal. The protesters padlocked the main gate of District Development Committee (DDC) office, demanding that the administrative delineation proposal for Parsa
district, recommended by the technical committee of the Local Level Restructuring Commission (LLRC), should be immediately scrapped.
They have warned of intensifying their protest if their demand is not addressed.
Despite the Madhes-centric parties boycotting the local level restructuring process and the disagreement registered by the Nepali Congress over the proposal, the technical committee on Sunday submitted its proposal of dividing Parsa into 11 local units-one sub-metropolis, one municipality and nine village councils.
Local Development Officer Bishwo Prakash Aryal, who is also the coordinator of the technical committee, claimed that the proposal was forwarded after it was approved by most of the political parties. He added that the differing views of other parties regarding the proposal were also submitted to the centre.
The proposal has also drawn criticism from the public, who have demanded that the district should be divided based on area number.
In Mugu, violent protest continued against the restructuring proposal. Twelve demonstrators were injured in a clash with security personnel at Gamgadhi, the district headquarters. The clash erupted when police intervened as the protesters tried to close the government offices.
The people from Rara, Dhainkot and Kalai VDCs have been protesting for past nine days, demanding that the three VDCs must be integrated to form a village council.
In Syangja, people from several villages took to the streets to press their demands, including changing the proposed centre and altering boundaries.
Protests against the local restructuring proposal has become a daily phenomenon in Kavre. Demonstrations are staged and memoranda of demands are submitted to the District Development Committee every day. Already, 15 memoranda of demands have reached the DDC.
Meanwhile, the LLRC has directed the technical committee to rework on its proposal, citing that the proposed 14 units for Kavre is not congruent with the district’s population.
