After the Nepal Communist Party (NCP) prepared the final draft of the unified party’s statute and regulations, all the sister wings are busy preparing their statutes and political documents.

In its circular issued on May 31, the NCP had urged all its 22 sister wings to submit proposals on the central leadership after drafting their respective statutes within 15 days by forming a four-member task force. But they have not finalised their statutes yet.

Most of the sister wings are now preparing their interim statutes, while some including students wings have yet to form the drafting committee.

“The task force formed by the party will convene its first meeting on June 27 and create three committees for drafting statute, organisational setting and political report,” said Ranjit Tamang, a member of the task force formed for the merger of two largest students wings. Minister Rabindra Adhikary, Hitman Shakya, Nabina Lama are other members on the body.

Leaders said the task force could not hold a meeting as Minister Adhikary was busy with other engagements while Shakya, disgruntled at being ousted from the unified party’s standing committee, was staying away from party activities and Lama was abroad.

The task force, however, is preparing to announce the merger of the student wings by the third week of July. The youth wings have been working to prepare interim statute and political report.

“We have completed almost 80 percent of the task. Everything would be ready in two weeks,” said Mani Thapa, a member of the task force formed by the party to unite two youth wings—Young Communist League and Youth Association Nepal.

Many of the sister wings would, however, find it difficult to find a common ground on proposing their central body of the leadership.

With Nabina Lama being a member of Parliament and Ram Prasad Sapkota ‘Deepshikha’ picked as a member of the party’s central committee, leaders suggest, Tamang will lead the students wing and Chairman of Youth Association Ramesh Poudel the youth wing.

The journalists wing has formed a two-member committee comprising general secretaries Rajesh Rai and Bishnu Sapkota ‘Jugal’ to draft the interim statute of the unified journalists wing of the NCP.

Political observers said the standing committee would need to show great tact in dealing with the sister wings of both the erstwhile CPN-UML and Maoist Centre.

But that is easier said than done.

“Many of the sister wings have started forming statute and political report instead of selecting the leadership as they are mindful that things won’t move ahead if they started from the leadership issue,” said student leader Surendra Basnet.
