Locals of Udaypur Chaudandi Municipality-9 locked ward Chairman Prakash Raut inside his office on Friday for allegedly hurling his shoe at a service seeker.
The locals blamed Raut of verbally abusing Prem Kumar Khadka before throwing his shoe at him.
Raut claimed that it was Khadka who first misbehaved with him for not getting a recommendation letter from the office. (PR)
