Ruling coalition partners meet to give final shape to revised common minimum programme
The revised common programme focuses on strengthening federalism, voting rights to Nepalis living abroad and citizenship issue among others.

Leaders of the ruling coalition partners are preparing to unveil their Common Minimum Programme (CMP) listing out the common agendas of all the parties supporting the government.
A meeting of the political parties of the ruling coalition is underway at the Prime Minister’s residence in Baluwatar, to finalise the government’s policies and programs and discuss the expansion of the cabinet.
The government in the CMP has stressed the strengthening of the federal democratic republic by introducing necessary to institutionalise the federal democratic republic including the Federal Civil Service Act, the Citizenship Act, the Education Service Act, and the Health Service Act among others.
The government will also work towards amending the federal laws that conflict with the jurisdiction of the province and facilitate formulating statutes that are under the jurisdiction of the province.
Likewise, the government has said that the jurisdiction and interrelation between the three tiers of government should be operated on the basis of cooperation, coexistence and coordination for the implementation of federalism.
For that, the government has decided to transfer the agencies under various ministries that are yet to be transferred to the provinces as per the constitution.
The government has also included the distribution of revenue and resources in a balanced and equitable manner between the Federal, Province, and local levels to enable the province and local levels financially, administratively, and organisationally to provide services provided by the state closer to the people.
The government’s CMP has also mentioned the effective implementation of the constitutional provision of a proportional representation system to ensure the right to social justice.
The government has also included facilitating the management of necessary employees at the province and local levels in accordance with the constitution.
As per the CMP, the government is going to introduce an election law with necessary provisions to ensure the voting rights of Nepali citizens living abroad.
The government, in its common minimum programme, has said that it will ensure that no Nepali citizen should be deprived of obtaining a citizenship certificate and the rights enjoyed by the citizens.
