Police arrest former Kathmandu CDO Chhabilal Rijal
Arrest linked to probe into alleged negligence during Gen Z protests.Post Report
Police have arrested Chhabilal Rijal, former chief district officer of Kathmandu, in connection with last year’s Gen Z protests crackdown.
A police team detained him from his residence in Baneshwar on Tuesday morning, said Kathmandu Valley Police Office chief Ishwar Karki. “A team from the Kathmandu Valley Crime Investigation Office took him into custody,” he said.
Rijal was arrested in connection with the implementation of a report related to the Gen Z protests held on September 8-9.
Former prime minister KP Sharma Oli and former home minister Ramesh Lekhak have already been arrested in the same case.Two different single benches of the top court on Monday issued separate show cause notices against the Balendra Shah government to explain in writing the reasons for their arrests. The police on Saturday morning arrested Oli and Lekhak for their alleged negligence that led to the deaths of protesters during the Gen Z-led uprising in September.
Action has been also recommended against then home secretary Gokarna Mani Duwadi, Armed Police Force Inspector General Raju Aryal and former National Investigation Department chief Hutaraj Thapa under under Section 182 of the National Penal Code.
Section 182 prohibits causing death through negligent acts, carrying a penalty of up to three years’ imprisonment and a fine of up to Rs30,000.
The Cabinet had decided to form a separate committee to study cases involving security personnel and proceed based on its recommendations.
