The Janata Samajbadi Party on Saturday unveiled its election manifesto for the November 20 polls, floating a proposal for a directly-elected president and chief minister as a form of governance.
“Ensuring directly-elected president, chief minister and chief of local units as a form of governance,” reads the election manifesto made public amid an event in Kathmandu.
The manifesto further states that the executive president will form an inclusive cabinet.
On the electoral system, the party has proposed fully proportional elections for the House of Representatives and provincial assemblies.
“Federal and provincial lawmakers will be elected through a fully proportional electoral system. A provision will be ensured in which a person can’t be an executive head for more than two terms,” states the manifesto.
The party said amending the constitution was necessary to change the form of governance, set up federal structures, restructure the legal system as per the essence of federalism, strengthen constitutional bodies, end gender bias on citizenship and clarify the definition of secularism.
According to the manifesto, the party will ensure the right to self-determination in political, economic, social and cultural issues for Madhesi and indigenous people.
