Malaysia has suspended the recruitment of unskilled Nepali workers following a diplomatic standoff over the selection of recruitment agencies.

The halt comes after the Malaysian Ministry of Human Resources stopped biomedical health screenings for Nepali migrant aspirants on October 1, effectively freezing the issuance of new calling visas.

The crisis emerged from Malaysia’s foreign worker management framework, managed by Bestinet Sdn Bhd through the Foreign Workers Centralised Management System (FWCMS). Under this system, visa processing requires health reports from 36 accredited medical centres in Nepal. Bestinet announced that biomedical registrations will only proceed once activated by 25 designated ‘Principal Recruitment Agencies’ selected by Kuala Lumpur, each operating alongside ten secondary agencies.

Nepal’s Ministry of Youth, Labour and Employment has strongly objected to Malaysia’s unilateral selection of the 25 manpower agencies, refusing to grant them legal authorisation to operate exclusively. A local health operator confirmed the disruption, stating, “We have not conducted biomedical screenings for Malaysia-bound workers since October 1. We were informed that the new system must be fully activated before processing resumes.”

Seeking to resolve the dispute through dialogue, Minister for Youth, Labour and Employment Ramji Yadav proposed holding a Joint Working Group meeting, offering November 18-19 or December 2-3 as potential dates.

“Nepal’s stance is that to maintain continuity, predictability, and ease in the worker recruitment process, the existing mechanism should continue until a new arrangement is mutually agreed upon,” read an official statement from Minister Yadav’s private secretariat. “The proposed meeting is expected to discuss making worker selection and recruitment more systematic, transparent, and worker-friendly, alongside finalising the draft renewal of the bilateral Memorandum of Understanding.”

However, Malaysian Minister of Human Resources Ramanan Ramakrishnan firmly rejected Nepal’s request to revert to previous practices. In an official letter sent to his Nepali counterpart via diplomatic channels on October 6, the Malaysian ministry confirmed that Kuala Lumpur would not alter its policy.

“Following thorough deliberation and recent reference to the Cabinet of Malaysia, I wish to diplomatically convey the final decision of the Government of Malaysia regarding this matter. The Malaysian Government remains steadfast in its position to maintain the current framework for recruitment,” read the letter. “Specifically, Malaysia will maintain the selection of 25 Principal Recruitment Agencies, alongside 10 Associate/Supporting Recruitment Agencies designated for each of the 25 Principal Recruitment Agencies.”

While the labour ministry attempts diplomatic resolution, the Department of Foreign Employment has initiated aggressive legal action against the proprietors of the 25 selected agencies. Obtaining warrants from the Foreign Employment Tribunal, the department issued a public notice on Monday ordering suspects to present themselves within 35 days or face frozen bank accounts and travel bans.

“Individuals against whom arrest warrants have been issued by the Foreign Employment Tribunal and who remain at large are instructed to contact this department or the Nepal Police within 35 days of this notice,” the department’s public statement said. “Failure to appear within the specified timeframe will result in legal proceedings under the Foreign Employment Act, 2007, including freezing bank accounts and travel permissions.”

On Tuesday, department officials raided the offices of several targeted agencies. Nabaraj Dhakal, director general of the Department of Foreign Employment, stated that formal legal proceedings are underway. “This matter has transitioned from an administrative issue to a formal legal investigation. An investigating officer has been designated to execute all required legal procedures,” Dhakal told Kantipur.

The shutdown comes at a perilous time for Nepal’s foreign employment sector. Geopolitical instability in the Middle East has severely constrained traditional labour markets.

Departures for key Gulf destinations dropped by 52.12 percent following regional conflicts. Department data reveals steep declines in worker departures: 59.05 percent in the United Arab Emirates, 57.02 percent in Saudi Arabia, 35.08 percent in Qatar, 42.93 percent in Kuwait, and 45.49 percent in Bahrain.

During the previous fiscal year, Malaysia absorbed 132,000 Nepali workers, offering a vital alternative to the volatile Gulf market. Employment experts emphasise that losing access to Malaysia severely damages Nepal’s economic stability.

“We do not have a viable alternative to Malaysia for industrial manufacturing jobs,” said Yubaraj Basnet, a foreign employment expert. “With the Gulf region entangled in conflict, economic recovery there will take time, while European markets face widespread labour protests,” he said. “Malaysia is our primary available labour market. Resolving this issue depends entirely on the government's diplomatic dexterity.”

According to the Nepal Rastra Bank, Malaysia accounts for nearly 20 percent of total remittance inflows to Nepal. Around 400,000 Nepalis are currently employed in Malaysia, primarily in the manufacturing sector.

Malaysia currently offers the highest minimum wage for unskilled labour among major receiving nations, set at 1,700 ringgit (approximately Rs63,000) per month.

Furthermore, Malaysia announced plans to raise the minimum monthly wage for all workers, including foreign nationals, to 2,000 ringgit starting June 2027. Under Malaysian law, statutory minimum wage regulations apply equally to foreign workers, ensuring migrant labourers from Nepal, Bangladesh, and Indonesia receive the same baseline pay guarantees as local citizens.
