Minister for Youth and Sports Tejulal Chaudhary has clarified that the term “His Majesty’s Government” appeared in the Nepal Scouts regulations due to a typographical error.
In a letter to Nepal Scouts on Monday, he said that the mistake occurred in the Nepal Scout Employees Service Regulations 2052 BS (Amendment 2081), under Schedule 4(a) Clause 1 and Schedule 4(b) Clause 4, where “His Majesty’s Government” was mistakenly used instead of “Government of Nepal.”
Chaudhary, who chairs the Scout National Council, said that the term contradicted Article 1 of the Constitution, which states that “this Constitution is the fundamental law of Nepal. Any law inconsistent with this Constitution shall, to the extent of such inconsistency, be void.” “The error has been rectified, and the regulations have been authenticated and sent for implementation,” he said.
The issue sparked criticism on social media and in parliament. On Monday, Maoist MP Maya Prasad Sharma fiercely criticised Chaudhary in the National Assembly, questioning whether the 1990 Constitution was still in effect.
Even after Nepal transitioned to the republic system, officials have occasionally used the monarchical term in speeches and documents. In 2021, then Water Supply Minister Mani Thapa mistakenly used “His Majesty’s Government” in a speech, later apologising after public backlash.
