Delay in formulating new education regulations has affected transfer of government school teachers across the country.Delay in formulating new education regulations has affected transfer of government school teachers across the country.
The Education Act (eighth amendment) provisions that a government school teacher completing his or her five years of service in a school will be transferred anywhere as per the need by the government, but for the implementation of the Act, regulations are a must.
With no regulations in place, the Ministry of Education has not acted on transfer applications which were submitted to the ministry before the Act came into force. The transfer applications were submitted to the ministry after getting approval from the concerned schools. Amid this, the Teachers Service Commission has demanded that the vacant posts of teachers in schools be made available through the Department of Education so that the positions for lower secondary and secondary schools across the country could be filled. Hari Lamsal, spokesperson for the Ministry of Education, said teachers’ transfer process has been put on a halt until new regulations are put in place.
