Police have started active vigilance to destroy the poppy farming after more than half a dozen villages started the farming.
However, necessary actions have not been taken against the farmers. According to the police, they have destroyed poppy cultivated at around 1 hector area in early 2016.
"Police destroyed the farm but have failed to take necessary action against the farmers," said a local from Partawa VDC.
Chief District Officer Krisna Prashad Dhungana said, "Necessary actions have not been taken against the farmers due to the inability to identify the land owners. We will take action against the owners after they are identified."
"Police do not take action against the farmers when they cultivate the poppy. However, they show up to destroy the plant during the time of harvest," said a former peoples' representative.
