The siren started over Belkot at 9:17 in the morning.

For three years it had been a useless object on the roof of the ward office: an iron throat between two bent poles, with crows building their nests underneath it in the winter. The children in the public park would throw stones at it. Their fathers claimed it had warned the town during the war, even though none of them had witnessed a war. Their grandfathers said it had warned about floods, although the river had been calm for so long that calmness had come to be regarded as a form of authority.

When the sound came, thin at first and then insistent, nobody ran. Tara was rinsing the lentils in a brass bowl while her husband Milan, in the yard, turned over an old bicycle and tried to get its chain to move. Their son Binu sat in the doorway with an open notebook on his knees, drawing the park on the hill—its broken swing, its tired fountain, and the cedar trees that had survived all the committees’ attempts to have them cut down.

The siren ran again.

Tara turned to look at Milan and asked, “Did they repair it?”

He didn’t answer right away. He had ceased touching the bicycle. From where he stood, he could see the narrow strip of river beneath the houses.

“Maybe someone is testing it,” he said.

“Today?”

People test at odd times. The morning went on as usual. The tea vendor on the other side of the lane poured milk into glasses. Two drivers were arguing about the price of diesel. A young girl wearing a yellow sweater shook a rug from a balcony. A radio was playing an old song by a singer who had been dead for longer than the siren had been broken. Tara then heard something the radio couldn’t report.

It was not the river. It was a pressure beneath it like a long animal breathing within the valley. She put her wet hands onto the windowsill. The mountains opposite were clear. The sky was so blue it made someone feel foolish for having been afraid.

The siren made its third call.

Milan jumped up so quickly that the bicycle tumbled over.

“Take Binu,” he said. “Go to the park.”

“The park?”

It is higher than the school. Go.

Tara wanted to find out if he was coming, although fear has its own way of shortening questions. On the road, the neighbourhood was moving without reaching any agreement. A woman carried a tin trunk; a man held a goat by its front legs. A boy was dragging a sack of onions that burst open behind him, leaving a trail of small brown stones.

Someone said, “The bridge is gone.”

“No, a wall fell,” another said.

It’s only raining upstream. In Belkot, rumours passed for knowledge. Every disaster had an explanation before it had a name: rain, poor soil, bad concrete, a god’s wrath.

Nobody knew what to do when the siren ran.

At the park gate, beside a worn, rusty slide, the ward chair yelled into a dead phone. Built after an earlier flood, the park’s plaque promised a “safe public space for future generations”; that morning, three old women and a bundle of blankets occupied it.

Tara raised Binu over the gate and said, “Stay where I can see you.”

“Where is Baba?”

“He is behind us.”

But Milan was not behind them.

She saw him in the road below, looking in the direction of the small house in which his father lived by himself. The house was closest to the river because, many years before, the river had been farther away.

“Milan!” Tara called.

He looked up and, for a moment, the crowd appeared to part around him, creating a small vacant space in the midst of the noise.

“Baba,” he said. He pointed downhill.

“Tell someone else.”

There is no one else.

There is always someone else.

He smiled—not bravely, not sadly, but with an old embarrassment.

“Not today,” he said.

The river went across the road. It came suddenly, carrying trees, metal roofing, stones as big as animals, and the remains of shelter. It was the colour of wet cement, of a mountain made liquid, and its sound drowned out crying, instructions, prayers, and the siren’s iron voice.

Tara saw Milan moving down the hill. Next, the road was gone and all that was left was water.

For three days the park became a town without walls. People dozed beneath tarpaulins tied to cedar branches. Volunteers brought water, blankets and unanswered questions. The roads had broken; the bridge was no longer where it should be. The names were written on the park wall using chalk. ‘Suresh Karki. Last seen near the mill’.

The writing extended until it reached the faded painted words below it: ‘Safe public space for future generations’.

Each morning Tara read the names but never touched Milan’s; she was not ready to surrender him to any surface, however public.

At night Binu asked, “If Baba finds Hajurba, will they then be together?”

She pressed him against herself and could smell smoke in his hair, coming from the communal stove.

“I think,” she said, because she could not bear a lie and could not bear the whole truth, “that nobody is alone when someone is looking for them.”

Weeks went by. The river receded. Officials promised a bridge, a warning system, a rainproof emergency plan.

Milan was never found.

By winter, Tara had started working at the temporary classroom next to the park. It was simpler to teach children multiplication than it was to explain the idea of absence. As long as you gave numbers rules, they would obey, but people wouldn’t.

One cold morning Binu ran between the desks.

“Amma,” he said, “it’s the siren.”

The sky was colourless and dry; the river was a pale ribbon. The siren gave one long note.

“False alarm”, one of the teachers said.

“Electrical problem,” said another.

It hasn't rained for weeks. Tara felt the old morning coming back to her—not as a memory but as a hand at the back of her neck. She looked over at the children; some were laughing, and others had covered their ears.

Binu remained very still.

“Take your bags,” Tara said.

The teacher scowled and said, “For what?”

“We are going uphill.”

“Why?”

Because it is ringing. But what does it mean? Tara looked at the park wall, and there the rain had wiped away all the chalk except for one faint white mark next to Milan’s name.

“What it means,” she said, “is that we have been asked to move.”

At first, nobody moved. Then Binu raised his notebook, and a girl followed. The class stood, holding pencils and lunch tins. The teachers came last. From the hill above the park, Belkot looked peaceful. The river shone between the houses. The repaired siren shook in the cold air.

Nothing happened.

Still, Tara did not send the children back immediately. She let them stand together under the cedar trees. She let them learn the difficult fact that care could feel foolish and still be love. When the siren stopped, the valley remained quiet. For the first time since the flood, Tara was grateful for its silence.
