Dahal criticised for bypassing party’s int’l bureau
UCPN (Maoist) Chairman Pushpa Kamal Dahal has drawn criticisms from his party colleagues for bypassing party's international bureau during his India visit.

Dahal is returning to Kathmandu on Monday after completing his week-long official visit to India where he met Indian Prime Minister Narendra Modi, political leaders and government officials.
Though his visit was official one, Dahal refused to incorporate members from international bureau in his delegation, according to party leaders. It is a matter of shame for the UCPN (Maoist) that our party chairman was not accompanied by other party representatives, a top Maoist party leader said.
Indian National Security Advisor, Indian Foreign Secretary and Indian Ambassador to Nepal were present when Modi met Dahal. However, the Nepali Ambassador to India and other representatives of Dahal’s party were not present during the meeting. "It clearly shows that Dahal can’t believe party leaders," the leader added.
Before Dahal left for India, a meeting of UCPN (Maoist) top leaders was convened to fix the agenda for Dahal's visit. The meeting decided to raise issues related to Nepal-India relations, Biratnagr field office set up by India, India-China trade agreement on Lipulek. Another understanding among top leaders was to speak very little this time, and try to know India's position on constitution drafting.
"A member of party's international department should have been incorporated in the delegation as per party's rule. Let's see what the chairman says after he returns from India," said Maoist leader Devendra Poudel who is close to senior leader Baburam Bhattarai.
In the meeting, UCPN (Maoist) Vice-Chairman Narayan Kaji Shrestha proposed that members from party's international bureau should be incorporated in the delegation. He was of the view that the visit should be made official.
But Dahal refused to incorporate leaders from international bureau. Shrestha did not register note of dissent following the request made by senior leader Baburam Bhattarai. Bhattarai argued that it would send negative message during the time of Chairman's visit if note of dissent is registered and made it public. Bhattarai also supported Shrestha's stance but asked to downplay the issue for now.
Shrestha, however, refused to divulge details about Dahal's visit. "Party will review Chairman's India visit after he returns from India," said Shrestha.
Last year, when leader Baburam Bhattarai visited India, party's senior leader Krishna Bahadur Mahara returned Nepal after Bhattarai did not incorporate him in the delegation while meeting Indian leaders. Ministry of Foreign Affairs and Nepal's Embassy in India were kept in dark about Dahal's visit.
