A government-appointed committee investigating the self-immolation and death of Ganesh Nepali in Kathmandu has submitted its report, paving the way for the Cabinet to decide on any further action.
The panel, led by former High Court judge Keshab Prasad Bastola, submitted its findings on Sunday, according to one of its members.
The committee interviewed eyewitnesses, officials from the Kathmandu Metropolitan City Police, Nepal Police personnel stationed near the scene, and doctors involved in Nepali's treatment. It also reviewed CCTV footage from the site of the incident.
The Cabinet formed the panel on July 22, appointing Bastola to lead an independent investigation into the case.
A separate police inquiry had already examined the incident. The panel, headed by Deputy Inspector General Gobinda Dhakal of the Kathmandu Valley Police Office, interviewed 21 people, including eyewitnesses, municipal police officers and other individuals connected to the case.
Nepali died while undergoing treatment after setting himself on fire outside the Department of Passports in Tripureshwor on July 9.
He had attempted self-immolation by dousing himself with petrol siphoned from his motorcycle after an altercation with Kathmandu Metropolitan City police over a parking fine. He later succumbed to his injuries in hospital.
His death triggered widespread public outrage. Family members initially refused to claim his body, alleging that the actions of municipal police had driven him to take the drastic step.
The incident sparked nationwide protests against the government. The demonstrations ended only after the government reached an agreement with the family to address their demands, including an independent investigation into the incident.
