House panel instructs authorities to investigate roles of ministers in Balkumari incident
State Affairs and Good Governance Committee orders an investigation after the lawmakers raised questions over the ministers’ role during the incident.

The State Affairs and Good Governance Committee of the House of Representatives instructed the authorities to investigate the roles of the Minister for Labour Employment and Social Security Sharat Singh Bhandari and the Minister for Physical Infrastructure and Transport Prakash Jwala in the Balkumari incident.
The committee ordered an investigation after the lawmakers raised questions saying that the incident occurred also due to the carelessness of the ministers.
The committee also directed the authorities to examine the roles of both ministries regarding the incident.
The House panel summoned Deputy Prime Minister and Home Minister Narayan Kaji Shrestha and police officials to discuss the incident.
The committee has also directed the government to provide employment opportunities to the families of the deceased to ensure additional compensation for them. A Cabinet meeting on Saturday had decided to provide Rs1million in compensation to each family of those killed during the protest.
Chairman Ram Hari Khatiwada of the parliamentary committee also instructed the authorities to resolve the issue appropriately for not creating a situation in which junior officials involved in the incidents are suspended while others walk scot-free.
At least two youths lost their lives in clashes between the protesters, who were barred from taking part in the Korean language test for employment in South Korea, and police on Friday at Balkumari in Lalitpur. The protesters also burnt down the car of Minister for Physical Infrastructure and Transport Prakash Jwala on the road.
The protest started after those who had earlier failed the language proficiency test for shipbuilding jobs took to the streets demanding they be allowed to appear in a separate language test for the manufacturing sector.
Meanwhile, a Cabinet meeting held on Monday formed a high-level probe commission led by former high court judge Shekhar Paudel to investigate the incident. Former Additional Inspector General Arun BC and joint secretary at the home ministry Narayan Prasad Bhattarai are the members.
The commission has been mandated to study and analyse the details of human, physical infrastructure and other losses caused by the incident, find out the shortcomings by studying the cause of the incident and the security arrangement and security plan at the location and study the roles of the public, officers and agencies related to the incident and to recommend action against anyone found guilty.
Likewise, the government has directed the committee to present a report within a month, suggesting measures to prevent such incidents from happening in the future.
