NHRC concerned over ordinance to grant amnesty
The constitutional human rights watchdog writes to the prime minister’s office seeking a description of the decision to issue the ordinance.Post Report
The National Human Rights Commission on Monday said its attention has been drawn to news reports on the government’s decision to introduce a bill to revise the criminal code for granting amnesty to anyone convicted of heinous crimes.
The commission has written a letter to the Office of Prime Minister and Council of Ministers seeking the actual description of the decision to issue the ordinance within three days, the commission said in a statement.
A Cabinet meeting on Sunday decided to issue such an ordinance to give amnesty, particularly to Resham Chaudhary, who is serving a life term in connection to the Tikapur carnage of August 2015.
The decision of the Sher Bahadur Deuba-led government has come under fire from several quarters including his party Nepali Congress.
The bill is currently under review by President Bidya Devi Bhandari. The bill will become an Act after it has been authenticated by the president.
There are widespread concerns about whether the bill will get the president’s nod. The refusal by the president to enact Citizenship Amendment Bill had triggered a faceoff between the Head of the State and the executive.
