House endorses two ordinances amid main opposition obstruction

The House of Representatives on Tuesday endorsed two ordinances amid obstructions from the CPN-UML, the main opposition.

The two ordinances– Ordinance to Amend Some Acts related to Sexual Violence-2021, and Ordinance to Amend Some Acts related to Criminal Offence and Procedure-2021 –tabled by Minister for Law, Justice and Parliamentary Affairs Dilendra Prasad Badu, were endorsed by the lower house.
This is the second meeting of the House since the winter session began on December 14.
As soon as Speaker Agni Sapkota commenced Wednesday's meeting, lawmakers from the main opposition obstructed the proceedings.
The UML has vowed to obstruct the House meetings, saying Speaker Sapkota failed to act on the party’s August 17 decision to expel 14 of its lawmakers including Madhav Kumar Nepal.
Nepal, along with some other UML lawmakers, split from the UML and on August 25, he registered a new party—CPN (Unified Socialist).
The UML has charged Sapkota with “facilitating” the Nepal group to form a new party by not taking action on the decision to expel the dissident leader and others.
The party has also filed petitions at the Supreme Court against Speaker Sapkota and the Election Commission.
The CPN (Unified Socialist) has 23 members in the House. The party is currently a coalition partner in the Sher Bahadur Deuba government.
