Murari Prasad Kharel, the secretary of the commission, said that the probe committee submitted its report with a four-point recommendations and 24-point directives to the government.
The NHRC will continue its investigation until police ends the probe into the case, the report says. The Commission had formed a probe committee comprising experts from different fields in November last year to carry out an investigation.
Former Deputy Attorney General, Narendra Pathak, is coordinator of the committe while former Deputy Inspector General, Bigyan Raj Sharma, forensic expert Dr Harihar Wasti and DNA expert Dinesh Jha are the members.
