At a time when civil servants have been warning that they would not fill up the integration form without amendment in the Civil Servants Adjustment Ordinance 2075, the ordinance has been registered at the parliament secretariat on Wednesday.
President Bidya Devi Bhandari on December 9 had promulgated the ordinance. The ordinance was brought when there was no parliament to integrate the federal, province and local level.
The federal parliament secretariat has kept the ordinance in today’s agenda. Though the lawmakers have raised questions on the ordinance, it will not be amended.
Saying that the ordinance will cause a barrier in the carrier growth of the civil servants, they have piled pressure on the government for the amendment.
Joint secretary and spokesperson at the Ministry of Federal Affairs and General Administration Suresh Adhikari said that though the discussions have been held in the parliament on the ordinance, it will be endorsed as per the constitution.
“Ordinance will be discussed in the parliament but note even a letter will not be changed. A notice urging the civil servants to go for integration will be issued within a couple of days,” said Adhikari.
The civil servants should reach the deployed place within 21 days of the issuance of the notice and the ordinance has a provision for sacking the civil servants failing to reach the assigned office within the given timeframe.
According to Article 114 of the constitution, both upper and lower house should endorse the ordinance within two months of the commencement of parliament session, if not it will be scrapped automatically. Other civil servant organisation including official civil servants have been demanding amendment of the ordinance.
Meanwhile, the Ministry of General Administration has published the names of senior civil servants of general administration, accountant, revenue group, financial planning and statistics service, miscellaneous services and engineering service.
Suspended director general of Inland Revenue Department, Chudamani Sharma, has been enlisted in the first number of the list of senior civil servants prepared by the general administration.
The details of 225 joint general secretaries under the general administration have been made public.
The Ministry of Tuesday had made public the details related to the service and group of elderly civil servants according to the details recorded in Department of Civil Personal Records till December 23.
