For instance, the documents show that VDC officials are found to have been releasing social security allowances for Sarkeni Damai of Suwanaooli-8 who died
22 years ago. The documents also show that one Kalu Thapa who died 16 years ago has still been receiving the government allowance.
Sources said they have found 300 such cases where VDC officials are receiving social security allowances regularly. Local body staffers in the district are also accused of receiving government allowances using forged documents and for people who have already migrated to other locations.
Former VDC chairman in Suwanauli VDC said he was surprised to find massive irregularities in the distribution of social security allowances in his village.
Though VDC documents show that there are around 250 people, including single women, elderly citizens and Dalit children, who have been receiving various allowances, only around half of them are genuine.
Former lawmaker Ratna Prasad Sharma said the government should investigate into the role of the then secretaries Hikmat Sunar, Sher Bahadur Rawat, Mohan Dhakal, Chiranji GC, Gokarnaraj Sharma, VDC account staff Laxmi Prasad Sharma and concerned DDC officials.
Tek Bahadur Khatri, an administrative officer at the DDC, said improper data at VDC offices led to such irregularities. Locals, however, accused of the VDC as well as DDC officials of not paying attention to the ongoing embezzlement.
