VDC denies services to 1,000 households without toilets

Around 1,000 houses of Marek Katahare have not been allowed access to the services provided by the VDC for failing to acquire the sanitation identity card.

Ramkumari Katuwal was deprived of the services given by the VDC when she visited the office for land registration. She later knew that she will not be part of the services for lacking the sanitation card given by Sanitation and Cleanliness Coordination Committee to those having pan-fitted toilets at their houses.

Khik Bahadur Limbu of Teliya VDC faces a similar fate for not maintaining the standards asked for by the committee.

According to the Regional Drinking Water Monitoring and Supervision Office (RDWMSO) in Dhankuta, 9,347 houses of 23 VDCs in the district do not have the sanitation cards for not installing pan-fitted toilets at their houses.

"As per the decision of all party meeting, we stopped providing services like marriage, birth and death registration as well as the social security allowance among others," said Santosh Adhikari, secretary of Tankhuwa VDC.

Adhikari said the services would be provided once they construct toilets at their house.

Shankar Ojha, a social worker of Teliya VDC, said the flow of people visiting the VDC is comparatively low since the start of the provision.

Locals opposing the VDC's action have protested the decision. Rajit Ojha, engineer at the RDWMSO, said they have postponed survey of a dozen water projects in VDCs like Bodhe, Murtidhunga and Muga due to non-cooperation of some villagers for the campaign to declare the VDCs open defecation free zones.

According to the RDWMSO, 12 out of the 35 VDCs in the district have already been declared open defecation free zones and the district aims to be completely defecation free  within the year. The RDWMSO said that out of a total of 28,725 houses in the district, only 19,378 have pan-fitted toilets at their houses, leaving around 10,000 without toilets.
