The Lalitpur Sub-Metropolitan City is set to announce start of electronic-building permit system (e-BPS) to allow online issuance of construction permits in an effective and transparent manner.
At a programme to be organised on Saturday to mark the annual day celebration, the sub-metropolis will formally announce the operation of e-BPS in Lalitpur Sub-Metropolitan City implemented under the Comprehensive Disaster Risk Management Programme (CDRMP) by the United Nations Development Programme (UNDP).
The Kathmandu Metropolitan City formally launched e-BPS with the support from the UNDP and Dfid in 14 wards of KMC in December last year. The KMC expanded the service to all 35 wards in July. Similarly, the piloting of e-BPS started in Kirtipur Municipality in October.
As part of the e-governance initiative of the Nepal government, the UNDP in collaboration with local authorities has launched the e-BPS to enable the local authorities to maintain a building permit database and ensure compliance of National Building Codes and building by-laws in municipalities for individual buildings through online system.
Municipal staff members with different responsibilities, such as application registration, technical data verification, compliance checking, field verification, certificate printing, handling of legal issues, house address generation, GIS data maintenance, collection of permit fees, assessment of disaster vulnerability, building permit data archiving and executive permit approval among others are able to access the e-BPS through any of the mediums including LAN, Intranet or Internet.
