Nepal Army wants CoAS in Security Council
Nepal Army has suggested including Chief of Army Staff (CoAS) as a member of Security Council (SC) that has the authority for the mobilisation and control of the state army.Giving its suggestions on the preliminary draft of the constitution, the NA expressed its dissatisfaction for not having its representation in the Council. The preliminary draft excludes its representation in the SC. Currently CoAS is an ex-officio member of the Council.
In its suggestions presented to President Ram Baran Yadav on Sunday, the NA also has different views on various issues of the preliminary draft. It has said that it is not necessary to give the recruiting and promotion authority of the Army Staffers to Civil Service Commission as there is Army Act which guides the whole process.
It has also said that there should not be any provision to award investigating authority of the Army Staffers to Commission for the Investigation of the Abuse of Authority. It has claimed that legal actions by the commission in cases that can be booked under the Army Act would violate the principle of natural justice.
