Constitution drafting committee forms five sub committees
The Constitution Drafting Committee under the Constituent Assembly has approved the proposal for forming five sub-committees to prepare the proposed draft of the new constitution.
All the members have supported the proposal on forming constitution drafting sub-committees in the meeting held at Legislature-Parliament Building, Singha Durbar on Friday.
During the meeting, the Secretariat of the Committee presented a proposal to form sub-committees to prepare the draft of the new constitution on the topics of the preamble, definition, fundamental rights, and directive principles, Judiciary, Legislature Parliament, and the Executive.
The preamble and definition sub-committee would prepare draft of the constitution including preamble, introduction, citizenship, national security, political parties, emergency power, constitution amendment, transitory system, miscellaneous, definition, and explanation and concise name, commencement and abrogation.
Similarly, the proposed sub-committee on fundamental rights, commissions and the directive principles of the state will draft provisions on the fundamental rights and duties, the directive principles of the state, the state policy and responsibility, and on the formation of the Public Service Commission, the Election Commission, the Commission for the Investigation of Abuse of Authority, among others, in the new constitution.
The sub-committee on judiciary will prepare the draft of the structure of the judiciary and the Office of the Attorney General as well as the schedules of the constitution.
The proposed Legislative Sub-committee will formulate the draft of the constitution regarding the form of the state and the distribution of state powers, the federal legislature, federation management methodology, provinces, the financial system, local legislature, local management methodology and the local economic system.
The committee has concluded that it would be appropriate for the Executive Sub-committee to prepare the draft of the constitution regarding the federal executive, the provincial executive, the local executive, special structure and the federation, province, and the interrelations between the local level and special structure.
The sub-committees would have a maximum of 15 members and they would be responsible for preparing the preliminary draft of the constitution on topics under their jurisdiction by studying as per the proposal passed by the Assembly and for presenting the contents of the constitution with a report in the full meeting of the committee.
Likewise, the sub-committees shall select the coordinators from among the sub-committee members and themselves determine their work procedures.
However, the names of the members on the sub-committees would be determined by the meeting of the committee scheduled for this afternoon
