In 2005, the World Health Organisation Framework Convention on Tobacco Control (WHO FCTC) went into effect, under which parties to the convention are obliged to take steps to reduce demand and supply for tobacco products.

In 2015, the United Nations adopted the 2030 Agenda for Sustainable Development which contains a set of 17 goals to end poverty and hunger, protect the world from environmental degradation and promote a prosperous, peaceful and inclusive world.
