Kaski district court yet to enforce 972 verdicts
In the absence of proper mechanism to implement court verdicts, the Kaski District Court is yet to implement over 2,071 years of jail terms and around Rs 57 million

According to Registrar Dinbandhu Baral, verdicts involving 1,812 convicts have not been implemented. He said, of the total convicts, 370 people, including four foreign nationals, were slapped with jail terms; 801 people, including three foreign nationals, with fines; 472 people, including 12 foreign nationals, with both prison term and fine.
Records show that even the court’s verdict on its first case registered on November 3, 1953, is yet to be implemented. The court in the case related to incest rape had slapped a two-year jail term to the plaintiff saying that the allegation was baseless.
Senior Advocate Ram Prasad Ghimire said the court and police administration should set up a separate mechanism to implement verdicts. “As the court does not have its own mechanism, it has to depend on police,” he said.
Meanwhile, Baral said implementing verdicts was a tough nut to crack as the the court does not have updated information, such as address, regarding the convicts. “The general perspective that police and court are the only ones with the authority to implement the verdicts is one of the reasons for the inconsistency,” Baral said. He, however, said the number of verdicts yet to be implemented by the court was less in comparison to other courts. He also said that the court has already prepared a policy to tackle the problem.
Even the provision to award a person who helps execute the verdict has not had the desired effect, authorities said. The District Court Regulation 1995 states that civil servants, police or any other individuals can receive 25 percent commission for helping collect fines from convicts.
